This is a question of Perforce basics: how files opened for edit in a client workspace may be updated/synced with the latest changes in the depot without committing or shelving?
What is the right procedure if using shelving is imperative?

If a file is opened for edit, user can sync and will be required to resolve after that.

Shelving is not necessary, but IMHO, it is a good idea to shelve before syncing because otherwise it may be hard to go back where the file was before the update from the tip.
