No 'Perforce' on menu bar (Eclipse 4.3.1, P4Eclipse 2013.1.788968)

Using Eclipse Java EE (4.3.1) with P4Eclipse 2013.1.788968 installed. I can connect to our Perforce server, and create a Perforce perspective and many other functions, but I cannot do the simplest thing (check out a file for edit).
It was then I realized there is supposed to be 'Perforce' menu and I do not have one.

Hi,

Thank you for giving the exact Eclipse and Java versions that you are using, to give a better idea of the environment you are working with. After comparing your versions with the release notes requirements:

it looks like you are using compatible versions of Eclipse with the plugin. (I do not have your Perforce server version.)

Have you tried un-installing P4Eclipse and re-installing to make sure the installation was clean and complete? To further trouble-shoot:

1] Did you see any error messages or useful details in the Eclipse log? Enable "Log all commands to a persistent log file" from Eclipse -> Preferences > Team -> Perforce.

2] After P4Eclipse has been installed there will be a new "Perforce" perspective. Do you see this perspective? For example, Use "Window -> Open Perspective -> Other" to locate and select the Perforce perspective, and see the depot within the "P4 Connections" window in the top left corner of Eclipse.

3] Do you see Perforce in the SCM related configuration settings located under "Window -> Preferences -> Team -> Perforce" ?
