Ton of email from old, completed Swarm changes and reviews

This weekend we got a bunch of emails sent out regarding changes and/or reviews that have been done days or weeks ago. There doesn't seem to be any rhyme or reason for this. The email "swarm" by Swarm lasted for a few hours and has now subsided. I checked the log and see a whole bunch of these:

I'm not sure how replication lag could play into this. The server is local and I'm talking about commits made last month. How and why that could happen is unknown. And yes I have sent email to support@perforce.com, which have been wonderful in most of their responses.

More as I learn of it.
