Read-Only Streams

We're migrating into a Stream depot and have created a couple test streams in preparation, learning the ropes. One of our developers wanted to create a read-only view of some of the files in our depot. I thought it should be pretty easy with streams! Well... I can't figure out a good way to do it.

If I make a virtual stream off the parent, import behaves just like share and everything is still writable.
If I make a release stream off the parent, import behaves properly but it feels weird. And switching to that stream always says 'The stream "readonly-stream" is empty. Would you like to populate the stream?' Which fails since there are no files to propagate.

What's the correct way to do this?
