p4 submit Failing - Windows symlink, Linux Server

I'm trying to add a Windows symlink to my Perforce repo, but the submit is failing:

	open for read: <filepath here, censored for this forum post>: Access is denied. 
	Submit aborted -- fix problems then use 'p4 submit -c 189'.
	Some file(s) could not be transferred from client.

This looks similar to this error, but in that case the problem was that they were running an older version of the Perforce server that didn't support Windows symlinks. We're running a newer version, but it's on a Linux machine; do Linux-based servers support Windows symlinks?
