Is it possible to make automatic tests optional?

I know that automated tests are there in the project to be executed whenever someone adds a review, or create new changes. But, sometimes I want to create a project that doesn't trigger tests run unless the user actually presses a button like in the swarm webpage, and maybe have another tag in the task comments such as #runtests to make that changelist applicable to run tests on.

The reason for this is that sometimes users does shelve and send for review for primary inspection without being fully implemented so running tests on them is not something beneficial and will create false alarms.

My ideal situation would be forcing running tests on commit, and change list doesn't get through unless it passes the tests, and for normal reviews it is optional to run the tests, but through a link inside swarm. I think the part that commits doesn't pass through can be done currently. Am i right?
