Hello I am new to Perforce. I would like to run the Perforce Server and connect to it with the client under Windows.
I downloaded:
Helix Core (P4D)
Helix Visual Client (P4V)

According to video instructions, I am supposed to install the Server first, and then the Client to the same machine to add a user.

When I run the install for the server it says "Helix Versioning Engine 2018.1"
I choose all options except proxy. And press Install. That installs fine.

There is Not any Client installed at that time... and I don't see any way to run a client.
Per the video instructions, I am supposed to install the client on the same machine.

However, when I run the install for P4V, I get this error:
"Another version of the Helix Core (P4D) has already been installed on your system... "

I can continue, but I will not get DVCS capabilities.

How do I add the client(P4V) to the host computer so I can add users?

If you desire to use Perforce's standard centralized versioning system, continue the installation.
If you want to use the new distrinuted (DVCS) system, uninstall the server and only install P4V.

So as mentioned by DGKN, continue without DVCS capabilities.  Perforce will work fine without DVCS configured.
