Adding a 'comment' or 'needs improvement' flag to a component

I am trying to find a means of adding a flag to a component so that any future checkout will notify the user that the component requires some minor modification.
Something that was not worth development in its own right - just as a 'while you are here' comment.

You would write a command trigger where when anyone runs "p4 edit", a script on the server will run.    The script would check to see if your particular file was on the list and request the user appropriately.  See:

The typical way of doing this in source code is to add a "TODO" comment in the source that will be seen by the next person to view or edit the source -- this a more reliable method than trying to return a message on "p4 edit", since the message is likely to not get seen at the right time (or potentially at all, depending on which Perforce client app is in use).  

What sort of "component" are we talking about in this context?
