Double Click Preference for Submit Changelist dialog

When I double click on a file in the "Submit Changelist:" dialog it tries to open it in Visual Studio (a new instance), which I assume means it is opening it to be edited and not diffed.  I have adjusted all Double Click options to never open any file for edit.  How do I prevent double clicking from opening the file for edit and enable double clicking to open the Diff tool instead?

To be completely clear I have attached a screen shot of the dialog in question and of the settings I have selected.

Try changing the file association such as in Windows, Control Panel, Default Programs, Associate a file type, and make .cpp files point to a diff tool.
