Upgrading Broke Helix Server

After downloading the latest Helix Core Server and installing (2018.2/1751184), my Helix server quit running.  After checking the log, this is what it says:

Perforce server error:
Database is at old upgrade level 26. Use 'p4d -r D:\Program Files\Perforce\Server -xu' to upgrade to level 31.

After running the commend prompt and entering the information, this is the error message I receive:

C:\>p4d -r "D:\Program Files\Perforce\Server" -xu
Perforce server error:
Database is at upgrade level 26 past this server's level 24.

Now I am out of options.  The server will not run because the database needs to be upgraded to level 31, but the database will not upgrade because it is past level 24.

How do I resolve, restore, or fix this issue?
