What am I missing, trying to checking into and from a remote server

I'm new to Perforce, heard it's best for repositories when you're developing games. I've used Git and SVN and old school TFS repositories.
Not sure why I'm failing to grasp Perforce functionality.

I've created a Perforce server, it's up and running. All the videos I watch are someone creating a server and client on the same machine.
I want to check in and out code to my remote server from my client machine.

It seems I run into two scenarios.
a) if I create a workspace and set the workspace to a local folder on the server... when I try and use that work space from the client it won't let me, something about not existing locally.
B) if I create a workspace from my client, while connecting to the remote server, it works and stores files locally but they never seem to make it to the server.

What's the proper steps to check in files locally and then "push" (using Git terminology) to the server so that another person can "pull" my changes?
