Command 'p4 admin' Commands Result In 'Over License Quote' Error

I'm having an issue with performing 'p4 admin' commands.

Running any of the p4 admin commands such as 'stop' results in p4 spitting out an error about being over the license quota. I'm currently using the free version of Perforce, but I'm not sure why performing admin commands results in perforce trying to create a new user.

If anyone could shine some light on this I'd appreciate it. Attached is a screenshot of what I'm experiencing.

If security wasn't enabled in some way on the server to limit user count, then anyone doing any 'p4 ...' command against it would have a user auto created. I'd believe it when it says you're using five users out of five licenses. Not sure it's an admin command (I'm, uh, unemployed at the moment and don't have ready access to a server) but try typing 'p4 users -a' to get a list of users. There's probably five of them, and one of them is likely not the user you're logged into on your host. (it's probably trying to create a user named 'perforce'.)
