Assume that you want to move hundreds of files demo "default" CL to a NEW CL.
In p4v it's pretty easy to do this as you can graphically select all files in default CL and select "New" CL in pop-up window.

The pop window gives you an option to specify a "NEW" CL which automatically creates a numbered CL.

But, how can you achieve the same on the command line.

p4 reopen -c <??> files requires a new CL to exist !!!

Typo in the title - It should read "

Create a new numbered changelist with "p4 change".  By default, the new changelist will automatically contain all the files that are currently in the default changelist.

In general, to create or modify a "thing", where "thing" is any kind of form, run "p4 thing".  "p4 branch", "p4 client", "p4 change", "p4 depot", "p4 group", "p4 job", "p4 label", "p4 user"...
