Is there a way to disable this behaviour? Like many I am working from home and our VPN is quite terrible. Having the progress bar take up real estate for hours is not preferable.

Hi,
Not really. I would suggest to consider making smaller submits at a time if possible and explore parallel submit functionality (requires settings change server side) if not already in use.
Regards,

One work around - shelve all the files you want to submit (and don't leave them open in the workspace). Right click the shelved changelist and you have an option to submit it.

Because the shelved files are all on the server, the submit of the shelf should be quick as there is no file transfer required.
